[Milestone] #7: Auditable accounting on all chains

Summary

The goal of this milestone is to set up a formal, efficient and auditable accounting process for all chains we operate on. This includes transparently and efficiently computing solver rewards (whenever rewards are provided in a chain), protocol/partner fee calculations and settlement contract buffer accounting.

Justification

This should help to greatly simplify/speed-up the current processes, which are too fragile, and also non-transparent in some ways, and it would allow for scaling this to other chains without significant overhead.

This is mainly a solver team effort, but data might also need to be involved, or at least be aware of how this evolves.
