The fix that will be implemented will update this behavior to show ‘initial-population’=true & ‘denominator’=false => ‘closed-gap’
Explanation:
Initial implementation assumed that if ‘denominator’ was false then it did not meet denominator criteria due to an ‘exclusion’ or ‘exception’ criteria, but that is actually seen as ‘eligible’ for measure, and appropriate care provided (aka 'closed-gap').
