Update test results to use the agreed-upon schema for test results

The DQIC agreed on the following schema to be used for creating and posting test results.
The following code: https://github.com/cqframework/cql-tests-runner/blob/main/cql-tests-runner.js needs to
leverage the attached schema. In addition, add information about the cqlEngine plus a date that the tests are run.
