ansible-core をインストールする必要がある。ansible.builtinコレクションが無いといわれる
というか、各ノードに入っているansibleのバージョンがバラッバラ。最低でもcore 2.16.6が必要

(#317) のとおり、Ansibleのコンテナでの実行環境があるため、GitHub Self-hosted RunnerにAnsibleをapt等でインストールする必要はない。

できるだけaptしたくないのよね
