If no global fields in set, link to layout page

Super minor note...

In the event that a Global Set does not have any fields, a simple message is shown. It would be great if that text could link immediately back to the field layout page for that Global Set.

This is a nice idea, but keep in mind that you're potentially linking a content editor away from a content editing section (Globals) to manage data structure (more of an admin/developer role).
