LSEP symbol not removed by HTML cleaner #434

Description

The error showing on chromebook

Nothing noticeable on macOS chrome

But when inspecting the source you see the whitespace

I opened this issue a few years ago, but I can't find it anymore

Steps to reproduce

Make a redactor text field
Copy paste some tekst from microsoft products
Inspect front end output (symbols are invisible)
optional: if you have a chromebook these symbols are visible front end

Craft version: Craft Pro 4.2.5.2
PHP version: 8.0.23
Database driver & version: MySQL 10.3.36
Plugins & versions: Redactor 3.0.2
