Currently, if in debug mode, the checks for weekends and holidays aren't made. If the logic is moved to cover debug mode too, it isn't possible to test during those two times without changing the code.

An option to toggle this functionality on and off is probably a bit OTT.

This is seen as the lesser of two evils.
