I'm proposing to add a new PackageType "GenericRoot" "Aggregator"? this will allow to create Root Packages without the Cmf.Environment/DeploymentMetaData dependencies.

This is useful for IoT Packages, or if the developer wants to create a package the "groups" other packages.
