Can not deploy TF Framework plugin resources #62

What happened?

Resources that have been generated from the Terraform SDK Plugin are successfully provisioning in the latest release (v0.7.0), however resources that have been generated from the Terraform Framework plugin fail with errors like the following:

cannot set critical annotations: cannot get external name: cannot find id in tfstate

How can we reproduce it?

Create an equinix_metal_project resource.

What environment did it happen in?

Crossplane version: 1.16
Provider version: 0.7.0
