Leverage Host Override Description feild to avoid ownership issues

Provider specific options could help us overcome the ownership issue by labeling all records created by the webhook to contain some sort of ownership string within the Description field for each Host Override, to be customized by the end-user. That way we could only operate on records that are created and meant to be managed by the webhook.
