Slots 14 and 15 should have fixed keys. This will facilitate testing and the user will still have 14 key slots with which to play.

How does this interact with fixed slot assignments in TPM 1.2 or in the 2 series? It may make sense to confirm to that prior standard (which also has a test suite for decides such as the Atmel one being used

I just made up the test keys, so I agree, conforming to a standard is better :) I'll have to take a look through those specs and see what they say.
