Add commands to the Bot to allow the QnA to be maintained

Add commands to the bot so that moderators can add questions with answers
Add command to the bot so that moderators can tune the bot? (Last response was a correct answer / wrong answer)
Add command to the bot so that moderators can add alternate question text for the same answer
