In section 2.2.2.1 of the "WAVE Media Profile Approval Process" - regarding a 'Codec with existing market relevance', it states "If a codec constrained by specific operating modes and/or profiles and levels is supported (emphasis added) by a minimum of three Digital Media Services Providers and five Digital Media Playback Devices from different providers which are still available in the market...".

The question was raised in CSTF #81 was the meaning of the word "support" in this sentence. For example, if the device supports, but an essential API for an application to access video playback on the device does not support that codec, then does that qualify as the device supporting the codec?

The example given was HEVC not being supported in HTML5, a particularly important example for WAVE.

I believe we should provide a clarification of what "support" means in this sentence.
