Initialize missing trust db

The fapolicyd trust database is created when it runs the first time. In some cases, especially in testing scenarios, it is useful to start fapolicyd with a limited set of trust in the database. In other instances, like when executing our GUI application, it's good to be able to create the database on demand perhaps before fapolicyd starts.
