Add tools resource to install Octo.exe

I think it makes sense to include a resource to install Octo.exe tool to a configurable location on disk. It should just have an :install action for now which could be expanded to remove later.

Here is what needs to happen from a high level:

• Download a version of the Octo tools zip file
• Create a folder in a configurable location to put the tools
• Unzip the tools into that location
• Optionally add the folder to the path

This is actually completed in #77 except for adding the tools on the path. Created #85 to track this.
