Maybe it never worked, and I missed microsoft/vcpkg#13797 ?

The problem has never gone away, it seems. I only thought that it had gone away.

In the build/bin folder we have all the correct DLLs. And so running from the build folder works.

But these DLLs are not copied to the installer. In stead, the corresponding .lib files are copied to the installer. Or maybe these are really the .dll files but renamed?
