Export echecklist broken in Export.php on XAMPP 7.3.1 - deprecated stripos() warning #95

When running under XAMPP 7.3.1, Export.php spams "Deprecated: stripos(): Non-string needles will be interpreted as strings in the future. Use an explicit chr() call to preserve the current behavior in C:\xampp\www\inc\database.inc on line 3430" to the new tab it opens and appears to hang. Export does not complete.

I didn't know that PHP 7.3 had even dropped let alone 7.3.1... I'll have to look into it, for now...doesn't look like it's compatible with PHP 7.3
