Fails to run on Windows 10

I've gotten the mod pack to work successfully on my Windows 11 Home (21H2) laptop (x64), but it consistently fails on another laptop running Windows 10 Home (version 22H2). Setup appears to complete without issue, but then the game refuses to run. I've attempted to run PlugY both directly and via a shortcut, using Run As Administrator both ways.

The second time I attempted setup, I uninstalled and reinstalled the game and applied the mods without patching the game.

There is no error message to let me know what's happening; the game simply refuses to launch. Is there a troubleshooting procedure for a total failure to launch? What else should I be looking at? After the mod pack is installed, the game will run normally if the original executable is launched, but of course none of the mods are in effect.
