Objective

Update the docker image to use the same build commands we use locally.

Description

Currently, the docker image is using npm commands, but locally we use rush commands to run the project
Assess if there is an option to use rush commands and harmonise the docker file with the commands we are using locally
If rush commands can be used update the docker image to use them
