Setup this repo to continuously deploy new DAO configurations as they're merged into master.

This process might look like:

New PR merged into master.
Based on the change-set, the new contracts / configurations are deployed.
The DAO would always have the final say of whether the migration should take place.

Non-exhaustive list of cases that would need to be covered:

Controller Upgrade
Avatar/Rep/Token Upgrade
Scheme & Constraint Additions / Removals
Voting Machine Changes

Voting Machine configuration changes would be a good first implementation of this.
