Ghostnet DAOs not counting cycles #865

The block number is not updating on Ghostnet (root cause likely having to do with the RPC node).

The resulting behavior is that all DAOs are stuck on the same cycle.

EightRice assigned EightRice and ashutoshpw and unassigned EightRice and ashutoshpw
