maxp.maxSizeOfInstructions is not recalculated to match compiled font #39

I noticed when compiling from an external input file (ttx), in which maxp.maxSizeOfInstructions is 0, the value is not recalculated to reflect the actual values in the compiled font.

I’m compiling the hinting like this:

vttLib.transfer.merge_from_file(ttfont, vtt_path)
vttLib.compile_instructions(ttfont, ship=True)

Is this expected?
