allow user to click on hashtag

As a notedeck enjoyer who browses hashtag content, I would like to be able to one-click tap on hashtags in posts, so that I don't have to create a new column with a single hashtag to explore hashtag content.

acceptance criteria

1. user can click on a hashtag in a note
2. if user clicks on a hashtag on a note, user is brought to a view with notes with said hashtag

design questions

@kernelkind @robagreda if user taps on a hashtag, do y'all expect a new column to open with said hashtag, or the current column to display a hashtag view?
