Refactor recipient picker to use moodleform's autocomplete element and web services.

The current recipient picker uses the deprecated JavaScript YUI library https://docs.moodle.org/dev/YUI and old-school AJAX calls.

Move to moodleform's autocomplete element and web services API for datasource.
