I have a typical starter pack (3 bulbs). I have a few Scenes in the Hue App that are "2 bulbs one 1 off" and even "1 bulb on and 2 off". If I use QuickHue to save the preset for those scenes and then use that scene, the bulbs that should be off unexpectedly turn on.

By "off", you mean that the brightness slider is set to black for those
bulbs?

Correct, by "off" I mean the brightness slider is all the way down for those bulbs.

I'm fairly new to Hue (2 days) so if there is a better way to turn bulbs off I'm eager to learn!

I have this issue as well. If I turn a slider all the way down in one of the scenes I created in the iOS app, QuickHue ignores that light entirely, which means if the light was on, it stays on when I switch to that setting in QuickHue.
