Add support for next-* and *thunderstorm properties in Traditional Chinese

This release adds the next-* and *thunderstorm properties in Traditional Chinese, fixing a bug which resulted in missing translations.

Bug fixes to German translation.

This release fixes several issues with the German translation, particularly in the "possible-light-precipitation" and "possible-light-rain" cases.
