Requirement capability for RDBMS version. #48

Some clouds like azurepack does not require RDBMS database engine version to be specified during create. Where as some clouds like AWS seems to automatically pick defaults when no RDBMS database engine version is specified. A requirement capability to determine whether the version specificaion is required will be really helpful.
