add (shiny) app for adjusting suggestions #1

It may be a good idea to have a simple shiny app onboard that allows for adjusting/tweaking with the suggestions of the rule set.

e.g adjusting lower and upper boundary check for rules
adjusting the correlation threshold etc

And giving the user the feedback on what that rule change, does with the validation of the records.
