Triggering alert or action when certain issues are flagged by DOT #16

Is your feature request related to a problem? Please describe.
Feedback from a couple of early users of DOT in a large organization have asked if the functionality could be developed where high priority / high concern data quality issues or protocol errors can raise an alert and flagged to a responsible person(s) to take action.

Describe the solution you'd like
Create an alerts table that can use dedicated messaging platforms so emails go out from a verified sender. E.g. if an org uses Microsoft O365 for example, then this could be done in Power Automate

Describe alternatives you've considered
Not an alternative solution per se - but running DOT in this organization should be like any other business process and will need to be supported as a regular M&E activity. This will help identify specific high-priority / urgent scenarios which will better inform the feature requirements!

Merging this as it doesn't affect core DOT functionality at this stage, only UI.
