Missing case numbers

We're missing the following cases:
20211401067
20211401190
20211401501
20211401535
20211401189
20211401719

For most of these, the case before or after (numerically) is in the db. I suspect the scraper is raising an exception that causes some cases to be skipped during parsing.

We should add a script to go through a given year and subdivision's cases sequentially to find missing case numbers and re-scrape.
