Currently we are marking the motivation as "tagging". Paolo suggested that semantic tagging wasn't what we were interested in. Let's revisit this next time we talk with Paolo.

Here are the options for Open Annotation motivation:

"classifying" and "describing" seem plausible to me also. Maybe "identifying" is closest?

I think that the OA group requires a motivation - we should come up with our best guess based on http://www.w3.org/ns/oa#d4e853 or suggest a new type to the working group.
