The model will have the following features:

The model will work in ramp.dts on a 7-day time step
It will use a simple version of the SIP model
It will use the RM model
It will simulate ITNs and IRS

To get there, we need:

Implement the SIP 7-day model with cohorts
Implement IRS spray + effect sizes
Implement mass ITN distribution + effect sizes
