Text at the top of voting page makes scrolling to the top difficult

The large block of text at the top of the voting page makes it difficult to scroll to the top of the list itself. I propose making it collapsible from a button at the bottom of that text (and then re-expandable). Once the user has read that stuff, they probably don't want to read it again (that part may be contentious).

Thought I would post this as a suggestion, could probably implement if it is a good idea.
