Show only basic actions on admin tools menu

When selecting smart item actions to trigger from the Scene Admin Smart Item UI, I see the full list of actions, including all internal actions. Most smart items have plenty of irrelevant actions that may confuse users. We should only show the basic actions in this dropdown.

This will require representing which actions are basic on the component itself, so it can be readable from the scene.
