The Decred Journal proposal has some budget for Politeia Digest header images. I would like to request as many "blank" templates (just the background image) for Politeia Digest as the budget will cover.

Per the DJ 2021 proposal, that means 1 "master" image to establish new series and 5 images derived from master.

@linnutee previously it was some mix of saender and 30000fps (for PD) but this time it is definitely saender. We have figured out all details in DM and the work has started I think.
