TicTacToe example resource management

May it be that the provided example for TicTacToe reinforcement learning does not deal well with resources? I can see a lot of native resources created but never released. How well is this code designed in regards to memory clearance? I would like to derive with some own learning setup but I have couple of problems with resources during learning.
