Consumes withdraw request but does not execute it if existing data/scan_configs file is present

If there is an existing scan config at ./data/scan_configs/<UTXO>, and then the user tries to initiate a withdrawal request, I believe the hunter will consume the withdrawal request, but it will not execute it, because it will use the saved scan config which does not have a withdraw request in it
