Replace use of user_profile_update maintenance window

It was found that the maintenance window user_profile_update was too broad and there are no more API specific windows that can be used. The two new windows are

1. user_demographics for the demographics endpoints.
2. user_contact_update should be used for updating and deleting user/email, user/address and user/phone endpoints

Note that the user_profile_update has already been removed so there will be a period of time until these new windows are integrated where no windows will be picked up. The thought being that we now know that vet360 is too broad of a window then it'd be better to have instances of users trying to hit the endpoints during a window that FE hasn't integrated with then continue using an overly broad window that blocks users from using the endpoint when the endpoint would have actually worked.
