The transmission code is already mostly implemented, but I haven't actually confirmed whether or not it works. See #1 as well.

Note to self: this issue includes adding hardware tests for transmitter pair. Also, since it is hard to have 2 arduino serial streams on one computer, it might be best if the receiver had lights indicating the signal on an axis or button.

Added test for the transmitter and receiver but it is not working and I cannot figure out why. It may be a power issue anyways. Going to bed for now

Update, it's a bug with Arduino Nano. Code working in 8370c2d
