Display staff notes on user pages for bans

It's unclear if user bans have mod notes on them from user profiles and I don't know of any way to see them beyond the bans pages and knowing the ban ID already,.

Display staff notes on user bans on profiles, either by default or indicate that one exists and a place to see them like a link to the ban itself from the page.

The simplest solution is making the ban id a clickable link with an ! attached to it if it has a note.

It can be done in any way as long as there is a way to know.
