This PR provides scripts to support ongoing data transfers to Utah, which are similar to data transfers to NOIRLab/Tucson.
Although the Utah transfers have been updated automatically since early April 2024, a bit more operational testing is needed before merging.
In addition, a high-level document describing the similarities and differences between Utah & Tucson transfers would be desirable.
