Devcoin Core 22.x has more parameters and more complex algorithms for fee calculation.

Initial fee parameters for compatibility with old Devcoin can be found here: a60a2f6

Transactions with too low fees won't ever relay. Too high fees are not convenient for users. We should check the parameters frequently till finding a sweet spot.
