Assist EdmontonPy with sponsorship package

Modify the Exchangejs sponsorship package and prepare for EdmontonPy.

Make sure that the relationship between EdmontonPy and Dev Edmonton is clear so that our potential sponsors are not surprised that funds will be collected by Dev Edmonton.
