Cannot install Open CTI Demo Adapter

I am trying to install the Open CTI demo adapter in a reference org in SF - Energy & Utilities Cloud on my Mac, and nothing I've tried works. I must be missing a step, perhaps right at the very start. How do I install the package? I see a list of the files in GitHub, but there is no process to actually install it that I can see. The first step for installing Eclipse fails, and from that point there is no path.
