Publish docker images

For simple scenarios, the project should be configurable entirely via environment variables. As such, we should be able to publish a docker image for those who want to take advantage of the simplified functionalities of the project (e.g. validating auth tokens against an oidc provider)

We can publish to GitHub's image repo.
