Feature: Argocd upgrade from 2.5.1 to latest

Upgrade devtron's argo stack to latest. Timely upgradation can reduce testing and dev efforts as major release upgrade can lead to major architecture changes.
Also there are multiple throttling issues with argocd-repo server, which potentially could be fixed after upgradation.

🎤 Pitch / Usecases

Devtron currently uses argo v2.5.1 which can be upgraded to the latest version as there are lot of releases after v2.5.1.

+1 on this, please update the argocd version. 2.52 has already reached it's EOL support almost 3 years ago in Oct 2022 and the bundled helm package is also outdated which leads to issues with deploying modern charts (I can't deploy VictoriaMetrics right now because it requires helm v3.14 and above, while devtron is still running version 3.10). Please make this a higher priority, as it's blocking our development
