Tensorflow 2.4 (request for permission to upgrade this repo to this)

I have locally upgraded this repo to Tensorflow 2.4.1. I thought it might be helpful if I shared this code with you. If you would like I can create a pull request with this update for the repo, I would just need permissions to do so. Let me know!

@tobyDickinson Just a user of dhSegment, but I would really appreciate if you could share this code somewhere. The code is GPLv3 licensed, so I'd be surprised if the authors objected to you hosted a fork with TF 2.4 changes.

Thanks for doing that, I can confirm that for my use cases, this works just fine with tensorflow 2.5.0. One outcome of the model is slightly different, but in a positive way, I think.
