Configure webpack-dev-server to serve index.html on all routes

With the current webpack config, the webpack dev server 404s if the user tries to access any route other than the base route (localhost:8080). Ideally, the user could navigate to a sub-route using the address bar - this requires the dev server to serve the index.html on all routes.
