Setting Menu

Add a settings menu to the left toolbar. This work was started in #678. Unfortunately we are going to put the map server behind a feature flag. The feature flag is going to be found in this menu. So we need this menu to be seperated from the map-server work

Design:

To do

• Add Setting to left toolbar
• Add About Mapeo Menu Item
• About Mapeo page should mimic Mapeo-Mobile page, with relevant info (for now just include Mapeo Version and Mapeo Variant)

** Do not include the other menu items that are seen in the design
