[2.9.5-11] Create SDK release

Dependencies:

• [2.9.5-10] Ensure that Canton Code drop is up to date #20118

• Check Making a Daml Release doc. https://github.com/digital-asset/daml/blob/main/sdk/release/RELEASE.md

• Ask Remy if there is anything additional that needs to be added to the patch release

• Add line to latest, and Standard Change label and push (build can take a while). Hint: if you forget to add the Standard Change or the CI fails for other reason you can rerun it by adding a comment with “/azp run” (this will rerun the CI) [example: https://github.com/Prepare 2.9.1 release #19592]

• Request approval from release manager

• monitor build progress on daml commit list until completion https://github.com/digital-asset/daml/commits/main/

• Merge open source PRs https://github.com/digital-asset/canton/pulls

• Release should be visible on #team-internal-releases
